If you sell into Europe, or you've been planning to, there's a rule you need to know about. It's called PPWR, and it's already making some sellers pause their EU shipments.¹
Packaging rules aren't exciting, I know. But this one decides whether your listings stay live on European marketplaces. Let's break it down.
What Is PPWR, Exactly?
PPWR stands for the Packaging and Packaging Waste Regulation (EU 2025/40). It replaces the old EU packaging directive and covers the full life of your packaging: sustainability, labeling, recyclability, minimizing size, reuse, and something called extended producer responsibility (EPR).¹
The key date has already passed. The regulation started applying on August 12, 2026.¹
Why Sellers Are Getting Blocked
Here's the part that's catching people out. Marketplaces are now required to check that you're compliant before they let you sell.
Under PPWR, platforms must collect your EPR registration details and a self-certification, then make "best efforts" to verify they're complete and reliable.¹ If they're not, your listings can be suppressed or removed.²
And there's no single EU registration. You need to register in each country where you put packaged products on the market for the first time. Each country has its own register, its own fees, and its own reporting.¹
For sellers outside the EU, there's one more layer. You need to appoint an authorized representative for EPR in each member state you sell into.²
For a small brand selling a few hundred units into five countries, all that paperwork can cost more than the sales are worth. That's why some sellers have simply stopped shipping to parts of the EU.¹
How the Big Marketplaces Are Handling It
Each platform is putting this into practice a little differently:¹
| Marketplace | What Sellers Need to Know |
|---|---|
| Amazon | Prove compliance in Seller Central for each EU country you sell in |
| Zalando | EPR registration needed in every EU country; listings without it get blocked from January 1, 2027 |
| Bol | Covers its own shipping boxes, but you're still responsible for your product packaging |
One more Amazon detail: if you've been relying on Amazon's "Pay on Behalf" program, it no longer counts as a compliance solution under PPWR. You're still legally responsible for your own registrations.³
What's Coming Next
PPWR isn't a one-time switch. A few more milestones are on the way:¹ ²
- 2028: Harmonized EU packaging labels start applying
- 2030: Ecommerce packaging can't be more than 50% empty space
- 2030: Recycled-content rules for plastic packaging arrive
That empty-space rule is worth planning for now. Under PPWR, void fill like air pillows, bubble wrap, and paper doesn't count as "filled" space. An oversized box stuffed with padding still fails.¹
What to Fix Right Now
Good news: this is manageable once you get organized.
- Map where your products actually land.
List every EU country you sell into, through every marketplace and your own site. That's your registration checklist.
- Check your registrations country by country.
Make sure you have a valid EPR number for packaging in each one, and that it's entered correctly in each marketplace's seller dashboard.
- Appoint authorized representatives if you're outside the EU.
You'll need one per country. Many compliance providers can cover several markets at once, which keeps it simpler.
- Know who added which packaging.
Your product box, your fulfillment partner's shipping carton, and the marketplace's mailer can each count. Know which layer is yours to register and report.
- Prioritize your markets.
You don't have to be everywhere. If a country brings in small sales but a big admin load, it's okay to pause it and focus on markets with real demand. Smart cross-border ecommerce solutions start with picking the right countries, not all of them.
- Start right-sizing your boxes.
Packaging redesigns take time, and smaller boxes cut shipping costs today.
Compliance Is Part of Expansion Now
PPWR doesn't change the basics of entering a new market. It just adds a step that used to be optional. Any serious plan for global ecommerce expansion now needs a compliance line item next to shipping, pricing, and marketing.
A Global Ecommerce Accelerator team would treat it exactly that way: research demand, check the rules, then launch. Whether you handle this yourself or with a Global Ecommerce Accelerator, the order doesn't change.
Your PPWR Quick Check
- Do I know every EU country my products reach?
- Do I have a valid EPR number in each one?
- Is it entered correctly on every marketplace?
- Do I have authorized representatives where required?
- Have I reviewed my packaging size against the 2030 rule?
Getting this right protects your current EU sales and keeps the door open for global ecommerce expansion later. The best cross-border ecommerce solutions are rarely the flashiest. Usually they're the boring, well-organized ones, and that's the Global Ecommerce Accelerator lesson PPWR teaches best.
